1. Tamil Nadu’s GPS requirement reaches a hard cutover
The government of Tamil Nadu reiterated is making AIS-140 GPS device mandatory for every mineral-transport vehicle and connect it to the MiMaS portal by 30th September 2026. The Geology and Mining Department has warned that non-compliant vehicles will stop receiving transport permits and transit passes from October 1st, 2026.
The intent of the government is to make GPS, permits and weighbridge data into one enforceable transaction chain, while recent court decisions show that drone-derived penalties must be supported by transparent, contestable evidence.
The decision was announced on 22nd September, 2026. The adoption of these technologies is far behind the deadline: the data captured on the government portal by 8th July, according to the analysts, say that only 7,897 of 92,305 registered vehicles (about 9%) were integrated. The quarry-owned fleets were reportedly further ahead than the independently owned fleets, whose owners cite device and installations costs.
2. QR permits, weighbridges and GPS are converging into one state-controlled data chain
Though rollout date is not yet confirmed, Tamil Nadu intends to end manual mineral transit passes and issue QR-enabled electronic permits through MiMaS. Currently, weighbridges at major-mineral leases companies, such as aggregate quarries & crushers have already been connected; the department says it will be enforced strictly. The intended chain links the quarry of origin, measured load, vehicle registration numbers, the exact routes, state permits, state revenue and GST records.
The idea for any software systems operating in such areas will increasingly need to behave as a compliant edge system for the government platform. A conventional weighbridge interface or PDF permit attachment will not be enough when the state government expects transaction-level reconciliation.

3. Tamil Nadu is coupling tighter control with formal supply expansion
At the same 22 September review, officials were instructed to expedite pending quarry-lease applications, identify new areas for electronic auction, operationalise new quarries and revive inactive sites. Leaseholders were also told to achieve the mineral output specified in approved mining plans and remit the associated royalty and charges.
The policy direction by the TN government is not simply restriction, its is more formalizing production, digital integration and eventually measured against sanctioned plans. New and reactivated quarry operators will need software systems earlier in their lifecycle.
4. Drone enforcement must now be evidentially reproducible
On 24th September 2026, the Rajasthan high court quashed a ₹3.59 crore mining demand because the drone survey and joint inspection reports were not given by the government to the leaseholder and the quarry operators adequate time to respond. A different order dated on the 14th September required government authorities to provide the complete drone measurement report supporting a ₹10.44 crore penalty before reaching a proper decision.
What it all means is that the courts are not rejecting the drone measurements, but they are rejecting opaque enforcement based on unavailable evidences.

By 26 September, Bengaluru is experiencing severe Bengaluru road and infrastructure works were experiencing aggregate shortages attributed to the continuing Karnataka shutdown. Tamil Nadu’s inter-state mineral ban had made the condition even worse. Builders & contractors report severe difficulties in procuring M-Sand and crushed stones at existing rates. The future is even bleaker because there’s no confirmed government resolution on either sides to mitigate this issue.
